  17. <p>Judge blocks a law restricting prerecorded phone sales pitches

  19. <p>     Ring! Hello? Argh! You've missed the final seconds of an N.F.L.
  20. play-off game to answer the phone only to hear a recorded voice
  21. pitching some product you don't want. Why, there ought to be a
  22. law...!

  24. <p>     Actually there is. The Telephone Consumer Protection Act,
  25. which restricts telephone solicitation, went into effect Dec.
  26. 20, and is already being challenged. Kathryn Moser, who runs a
  27. chimney-sweeping business in Keizer, Oregon, says the law hurts
  28. her marketing, and got U.S. District Judge James A. Redden to
  29. issue a preliminary injunction on the part of the law that deals
  30. with prerecorded phone solicitations. The injunction applies
  31. nationwide, and the Federal Communications Commission will
  32. probably contest it in court.
